Hallelujah! In my case, it was because a file named "Advanced.Theme-Dark_Scale-100.png" was poorly supplied by Microsoft in the DSIM/CBS restore archives. It showed up originally with the ISO mounting, but not all the files in the ISO were visible in the mounted volume. Thanks a lot!
I don't know how, but my Insider feature got back to work. Updated, the issue re-surfaced once again on a different PC.
